Another bar in downtown Iowa City loses its liquor license.
But this time, the bar owner is fighting back.
Tuesday night The Summit became the third Iowa City bar to have its license taken away this year.
It joins Etcetera and the Fieldhouse.
Now The Summit is suing Iowa City for millions, saying the city is violating state law.
In February, the city passed a new ordinance that punishes bars with too many PAULA citations -- or possession of alcohol under the legal age.
But bigger bars says they're being unfairly targeted.
"Our downtown is an awesome place, and we have the jewel of the midwest, says The Summit owner Mike Porter. And yet the city's trying to push businesses out."
"We're grateful to have those businesses, says Iowa City Mayor Reginia Bailey. We love the vibrant nightlife that we have in Iowa City, but it has to be run in a legal manner."
The new Iowa City ordinance says no bar can average more than one PAULA citation per police visit.
Police say The Summit averaged nearly two.
All three bars are still open while they appeal the city's decision.

Pa. man faces marijuana charges after Iowa stop

COUNCIL BLUFFS, Iowa (AP) -- Iowa authorities say a Pennsylvania man faces drug charges after a deputy pulled his car over for speeding and found 56 pounds of marijuana in two suitcases.
The Pottawattamie County sheriff's office says 25-year-old Mark Zimmerman of Morrisville, Pa., was arrested Saturday on Interstate 80 near Council Bluffs.
Sgt. Dwayne Riche says a deputy found the pot during the stop.
Zimmerman was charged with possession of marijuana with intent to deliver. He was taken to the Pottawattamie County jail. Jail officials say Zimmerman was released Monday.
The sheriff's office on Tuesday didn't know whether Zimmerman had hired an attorney.
