More than one million dollars is going to help flood victims in Cedar Rapids but not all of them are happy about it.

It all comes down to your situation and your location.

They are not getting the fair share of money coming to them, says Linda Seger, a flood victim.

Cedar Rapids city council voted Wednesday night to use $1.25 million of the Local Option Sales Tax (LOST) money to pay flood victims; but not all flood victims.

In a time when the city should be embracing them and helping them up on their feet, instead they keep making restrictions so money does not come their way, says Seger.

The money will only go to those victims who used the Jumpstart Program and exceeded the 60 percent limit. The city says about 50 homes are eligible.
Each eligible home would get a $25,000 reimbursement for what they've already spent.

We can then use the lost money to make up the money the used ....it's fair treatment, says council member Chuck Wieneke.

But some flood victims don't think it's fair.

Can't sell their homes, can't rehab their homes, no assistance, basically left out...forgotten citizens, says Seger.
No homes in the Greenway or the Construction Zone are eligible for the reimbursement. The city says people can stay in those parts if they want but the city can't help out with money.
The federal government won't let them pay when the area could later be bought out with federal money.

We, in good conscience, we can't give money to people to stay in the flood area, says Wieneke.

Wieneke knows that's not what they want to hear.

It's complex, Im not making excuses, it is hard, says Wieneke.

The homeowners eligible for the reimbursement will be contacted by the city.
