A neighborhood celebrates their comeback and an organization passes a milestone. CBS 2's Brittney Hibbs hears how "Block by Block" is rebuilding the flood zone one step at a time.

Neighbor Katie Sandquist says, "Getting neighbors together to share their stories and share their celebrations, their frustrations is such a great part of this."
Nearly 4,000 volunteer hours were put into the reconstruction of these 15 homes in Cedar Rapids. Started back in July, the organization Block by Block celebrates a milestone in completing their first neighborhood.
To see a whole block coming back lifts everyone's spirits.
The group plans to finish seven other blocks before Christmas.
Block by Block says their program allows for homeowners to skip over the red tape they simply walk into the homes and ask them what do you need done?
Courtney Ball with Block by Block says he works with homeowners and knows their frustrations, Ive had a lot of homeowners say I cant believe this was real I didn't believe it was real until I saw someone working on the home because I've been told no so many times.
They say focusing on one block at a time enables them to tailor to each homeowner.
What are your dreams for this home what do you want to see happen.
It's incredibly powerful to give people hope because when you see a whole block coming back you feel like there is progress being made.
The next dose of hope is already on its way to Cedar Rapids' southwest side.
Seven more blocks are scheduled to be finished, and the group says if more funding is available they hope to continue finishing even more neighborhoods.
