All 3 points are true. Shey says he spearheaded an effort to bring in new apartments and about 30 homes to Oak Hill/Jackson after the flood, though McGrane does take some credit as well. He also voted yes on $30 million dollars worth of construction projects through I-Jobs. Mcgrane was one of two council members voting no.
Shey is working on developing a non-profit corporation to inject new life to Cedar Rapids neighborhoods. A similar program in Des Moines has been seen as a big success.
