The Floods of 08 is a disaster in the billions of dollars and yet Cedar Rapids is only getting millions. One year later many flood victims are still suffering. Millions of dollars are caught up in red tape. There are also rules attached to relief money that even has one victim now forbidden to move back into her rehabbed home.

CBS 2's Lindsey Morone shows us why a problem unrelated to the flood is keeping one family stuck in a FEMA home.
