CBS 2 talked to the man behind this petition, he's teamed up with several groups that helped after Hurricane Katrina. But unlike Louisiana -- the Iowa winter won't help with recovery.
"We need to have some answers pretty quick."
Bill Reyhonn is working as fast as he can but the retiree couldn't do clean-up on his own.
Volunteers from Dubuque helped clean his home but helping hands will only be here for two more months.
"It's been two months later and the furniture was gone but everything else was still there, this morning we were throwing out food and refrigerators," Volunteer, Cori Burbach said.
"That's all going to come to an end so we need to know what to do," Bill Reyhonn said.
Michael Richards with rebuild and grow petitioned the city for help.
"Leaving thousands of homes that are not gutted, not cleaned, and just tons and tons of debris and trash on the streets and sidewalks is just not acceptable," Rebuild and Grow, Michael Richards said.
He says the clock is ticking on these homes and they need to be sealed up before the rain turns to snow.
"Then in the spring, the homes that can be rebuilt, we can get right after it," Reyhonn said.
He’s not just calling city leaders to the frontlines he wants everyone in Cedar Rapids to come to neighborhoods like these and clean-up and restore these neighborhoods the way they used to be.
"Call forth the same community response that was there with sand bagging before the flood," Richards said.
Over the next two months richards wants you to come and help.
"Be pitiful or powerful, so we're asking our community to be powerful and solve the problem,” he said.
