CBS2 INVESTIGATIONS
THE EASTERN IOWA AIRPORT IS SCRAMBLING. THE DEPARTMENT OF NATURAL RESOURCES IS RE-EXAMINING THE FUTURE OF THE AIRPORT'S PERMITS.
TEAL ANDERSON INVESTIGATED WHAT IS CAUSING THE CONTAMINATION FOR SIX WEEKS.
SHE DISCOVERED THE CREEK IS POLLUTED WITH ETHYLENE GLYCOL ALSO KNOWN AS ANTIFREEZE...
THIS WATER IS RUNNING THROUGH CEDAR RAPIDS...
Airport Neighbor Dan Davies knows all about it. "It's kind of a chrome blueI don't know what it isbut it doesn't look good."
IT'S MURKY - STAGNANT - WITH AN ORANGE SCUM SETTLING OR GROWING ON TOP -
Davies says, "It just, just shouldn't look like this. It's being polluted."
AND THIS IS JUST WHAT IT LOOKS LIKE -
AND THE SMELL - DAVIES SAYS, "Is a dank, pungent odor that lingers on It smells like you're sitting in a chemistry class Its nauseating
IT'S PART OF A NATURAL WATERWAY. THAT LOOKS FAR FROM NATURAL.
HOOSIER CREEK'S BEEN HERE SINCE BEFORE THE AIRPORT WAS BUILT.
Davies says, "It never changes.its just always badand always smellsand always looks toxic."
IT RUNS JUST BEHIND DAN DAVIES' HOME.
"I came down here one day and I saw the creek was blueand it had a real bad odor to itand I realized that's where the smell was coming from."
THE STREAM IS JUST YARDS FROM THE EASTERN IOWA AIRPORT.
BEFORE IT DISAPPEARS INTO AIRPORT LAND...HERE'S THE CREEK UPSTREAM... THE WATER IS CLEAR... NO CHEMICALS...
DOWNSTREAM... AFTER THE AIRPORT'S RUNOFF ENTERS IT... PART OF THAT SAME STREAM COMES OUT DISCOLORED, POLLUTED AND SMELLY.
THE CREEK GOES ON TO FLOW THROUGH ELY AND INTO THE CORALVILLE RESERVOIR.
REPORTER TEAL ANDERSON WITNESSED IT FIRST HAND WHILE GRABBING WATER FOR SAMPLING.
"oh it's bad... let's hurry and get this done..."-
A STOMACH WRENCHING SMELL THAT MAKES TEAL WRETCH.
IT DOES NOT TAKE A SCIENTIST TO SEE THAT SOMETHING IS NOT RIGHT -
DAVIES TELLS CBS 2 HE'S COMPLAINED TO THE AIRPORT FOR YEARS.. HE REPORTED THE PROBLEM TO THE SOLID WASTE AGENCY OF LINN COUNTY... TO THE DNR... AND TO ENVIRONMENTAL PROTECTION AGENCY.
Davies "It's all through frustration that I would actually call Washington."
BUT DAVIES SAYS HE DID NOT GET ANY *WORTHWHILE* ANSWERS UNTIL CBS 2 DECIDED TO DIG
AND DIP INTO THAT DISGUSTING WATER.
KGAN CBS 2 USED THE REPUTABLE AND ACCREDITED UNIVERSITY HYGIENIC LAB IN IOWA CITY TO FIND OUT WHAT IS CAUSING THE WATER TO LOOK AND SMELL THIS WAY.
HERE'S WHAT WE FOUND:
A MIXTURE OF ANTI-FREEZES, DIESEL FUEL, ACETONE AND BUTANONE.
ALL TOXIC TO THE ENVIRONMENT... ALL REGULATED BY THE E-P-A... ALL IN THIS STREAM.
THE ANTI-FREEZES ARE CALLED ETHYLENE AND PROPYLENE GLYCOL.
WHICH MAY EXPLAIN WHAT DAN DAVIES HAS SEEN OVER THE YEARS.
"It never freezes.3:10 And there's a lot of plant life that doesn't live along it either."
ONE SHOT GLASS -- 3 OUNCES -- OF ETHYLENE GLYCOL CAN KILL YOU.
A LOT LESS IS NEEDED TO HURT ANIMALS -- AND THAT'S ONE REASON WHY DAVIES COMPLAINED:
"He came out and his legs were all blue... all stained by the muck... I washed him off with the hose... he smelled... It's the first time I realized that he could have drank some of the water and it could be toxic for him."
GLYCOLS ARE THE PRIMARY INGREDIENTS IN DEICERS USED TO KEEP PLANES ALL OVER THE WORLD FLYING IN ICE AND SNOW.
PASSENGER SAFETY IS EASTERN IOWA AIRPORT DIRECTOR DAN MANN'S MAIN PRIORITY.
Mann says, "There's nothing more pressing for us and the airlines then safety of the passengers - and during snow season they have to deice - or they don't fly."
STUDIES SHOW ETHYLENE GLYCOL IS UNSAFE FOR ECO-SYSTEMS.
SO WHEN KGAN CBS 2 SHOWED MANN THE RESULTS OF OUR TESTS TAKEN ON APRIL 24TH AND MAY 4TH - AT LEAST 3 WEEKS AFTER ANY DEICER WAS USED AT THE EASTERN IOWA AIRPORT.. HE WAS SURPRISED.
MANN DID NOT THINK THE AIRLINES WERE USING THE MORE DANGEROUS ETHYLENE GLYCOL.
WE SEARCHED THROUGH M-S-D-S REPORTS THE AIRLINES MUST FILE TO SHOW WHAT IS IN THE DE-ICERS THEY USE.
AMERICAN EAGLE USES THE MORE DANGEROUS ETHYLENE GLYCOL TO DE-ICE ITS PLANES.
IN FACT... 92% OF WHAT AMERICAN EAGLE STORES IN ITS GLYCOL BINS AND SPRAYS ON THE PLANES IS THE TOXIC ETHYLENE GLYCOL. YOU KNOW IT AS ANTIFREEZE.
HE LOOKED OVER OUR TEST RESULTS.
Mann say, "outfall 1 though... those are interesting findings... we haven't had any bad tests at the outfall there."
THEY HAVEN'T HAD ANY BAD TESTS THERE... BECAUSE THE DEPARTMENT OF NATURAL RESOURCES SAYS THE AIRPORT FAILED TO TAKE *ANY* TESTS AT THIS STREAM OVER THE LAST THREE YEARS.
THE D-N-R IS ALSO CONCERNED THE AIRPORT'S BEEN PICKING AND CHOOSING WHERE AND WHEN THEY TAKE WATER SAMPLES.
THERE ARE 12 SPOTS WHERE AIRPORT RUNOFF IS RELEASED INTO THE ENVIRONMENT.
THE AIRPORT CALLS THEM OUTFALLS.
HERE'S A LOOK AT THE AIRPORT'S OUTFALL SYSTEM.
THE AIRPORT SAYS IT'S ALWAYS WATCHED THE CHEMICAL LEVELS AT OUTFALL #3 NEAR THE RUNWAY AND OUTFALL #10 NEAR WHERE THE U-P-S AND OTHER CARGO PLANES DE-ICE.
MANN TOOK KGAN CBS 2 OUT TO SEE THOSE SPOTS. THEY BOTH LOOKED PRETTY CLEAR.

BUT THE POLLUTED STREAM WE TESTED IS OUTFALL #1. *NOT* ON THE AIRPORT'S RADAR.
SO WE ASKED MANN TO TAKE A LOOK.
Mann says, "Outfall 3 and 10 is where I spend my time. Teal: You might want to start making trips to Outfall #1"
MANN STOOD SPEECHLESS.
Teal Anderson asks: "Do you smell that? " Mann says: Kind of sulfury."
IT'S A STRONG ONION-LIKE SMELL. AN INDICATION THINGS ARE DYING BECAUSE OF THE DE-ICER.

SO WHAT IS THE AIRPORT DOING TO KEEP THOSE TOXIC CHEMICALS FROM RUNNING OFF INTO HOOSIER CREEK AND OTHER NATURAL WATERWAYS??
1:17 Right now there's not a lot we can dowe have some retainage basins..but the runoff is running off.
THE RUNOFF IS RUNNING OFF. ONTO THE LAND - AND INTO IOWA'S STREAMS.. AND HAS BEEN FOR DECADES.
IT'S THE D-N-R'S JOB TO MONITOR THE STREAMS... AND ISSUE THE CORRECT PERMIT TO THE EASTERN IOWA AIRPORT.
SO WHEN CBS 2 STARTED DIGGING INTO THE AIRPORT'S PERMIT... WE UNCOVERED THREE YEARS WORTH OF STALLING AND SQUABBLING.
THE D-N-R BLAMES THE AIRPORT.
THE AIRPORT BLAMES THE DNR.
AND IN THE MEANTIME... THIS CREEK IS POLLUTED AND DANGEROUS.
ANY BUSINESS WHO DUMPS STORMWATER -- NEEDS TO HAVE A DISCHARGE PERMIT.
JOE GRIFFIN IS THE D-N-R AGENT IN CHARGE OF ISSUING THOSE PERMITS.
HE SAYS THAT WITH THE TYPE OF DANGEROUS CHEMICALS THE AIRPORT HAS ON PROPERTY, THEY NEEDED TO UPGRADE THEIR PERMIT TO ONE WITH MORE RESTRICTIONS AND MORE FREQUENT TESTING.
HE SAYS WHEN HE TRIED TO GET THE AIRPORT TO APPLY FOR THE MORE STRINGENT PERMIT -- THINGS GOT UGLY.
HE FELT BULLIED... AND INTIMIDATED.
Mann says, "In 2006, they said, hey - you need to get a different permit that has more controls on it - and that's what we're working on right now."
WORKING ON IT --FOR MORE THAN 3 YEARS
THEY'VE HAD DISAGREEMENTS OVER HOW TO CONTAIN RUN OFF...
THE D-N-R SENT VIOLATION NOTICES
THE AIRPORT APPEALED THEM.
Mann says, "We've followed all their guidelines up untilI mean, we've done what the DNR has asked."
NOT ACCORDING TO THIS MARCH 5TH -- 2009 INVESTIGATION BY THE D-N-R --
WHICH FOUND THE EASTERN IOWA AIRPORT IN VIOLATION OF 4 PARTS OF ITS GENERAL PERMIT --
-DISCHARGING POLLUTANTS INTO HOOSIER CREEK
-FAILING TO PERFORM VISUAL INSPECTIONS OF THE OUTFALLS...
-FAILING TO TAKE SAMPLES AND TEST DISCHARGE DURING DEICING SEASON
-AND FAILING TO HAVE A STORM WATER POLLUTION PREVENTION PLAN
MANN INSISTS THE AIRPORT HAS COME UP WITH A 2 MILLION DOLLAR PLAN **THEY SAY** WILL PUT THEM IN COMPLIANCE WITH THE D-N-R'S MANDATES. A PIPE SYSTEM THAT WOULD EVENTUALLY RUN INTO THE CITY SEWER
Mann says, "Should it have been done maybe 15-20 years agoI guess probably it could have, and should have but airports didn't."
BUT THE AIRPORT'S PLAN DOESN'T EVEN ADDRESS THE TOXIC RUNOFF WE FOUND AT OUTFALL 1 --
Mann says, "Well, the good news is - when we build our facility - this is all containable. Obviously you don't want this much, by the looks of it - you wouldn't want this much, you obviously wouldn't want this flowing into hoosier creek."
FOR DAN DAVIES... THE SMELL AND THE LACK OF ACTION IS SICKENING.
Davies says, "Its nauseatingand I just want it cleaned up. What about the last so many yearswhen all this stuff has went through the system? They can't take that back."
WHILE HE WAITS FOR SOMETHING TO HAPPEN
HE WORRIES ABOUT HIS DOG CHARLIE... *AND* HIS NEIGHBORS.
Davies says, "But just less than half a block from us there's some people on wellsand this runs parallel to their propertyprobably 50, 60 yards from their property.so obviously there's a threat of that water getting into the ground and getting into somebody's welland that can't be good"
